Des Moines, IOWA – According to the police officials, the 20-year-old suspect was arrested and taken into custody on Tuesday.
His name is Raevon Teel and he is now charged with two counts of aggravated animal neglect.
According to reports, two dogs were reportedly found locked inside their kennels inside an abandoned apartment with no food or water.
Officials said that the dogs would have died within hours if they have not been rescued.
The dogs are now on a special refeeding program to help them regain weight as safely as possible.
